generally, if someone using the same provider as you is banned, that IP can be rotated to you, and hence you are banned.
Try renewing your IP. This can be done several ways. If you have the software your provider issued, you can usually log in and tell it to release and renew your IP, thereby changing it.
Or, unplug your modem for a period of about 5 minutes. When you plug in, it should connect and request an IP, which will usually be a different one than was previously assigned.

Note: this works for dynamic IP's only. If you have a static IP for hosting you own stuff, then it will not work. Very few people have a static IP attheir house though.

actually...that may not work

IP's are quite often leased to the users and matched to the mac address...a lease usually lasts for around 15 days and then the IP's are recycled and rereleased

so...if you are in the middle of a lease period...you will more than likely just get the same IP back on a release and renew

that is the way my DSL is set up through my provider...and that is also the way our university manages our network

Except when you release and renew your IP. Even DSL customers should have this ability if they can login into the DSL modem.
DSL works a bit differently than Cable Broadband.

When your IP is banned I think it says connection refused.

SKOF is right.

Changing a mac addy is also near impossible with most modems now days. However i've seen it done, AIM uses the mac addy of the modem and the OS HD to ban people, and i've seen people bypass both. Good luck finding out how, however calling your isp in most cases, save adelphia, works for me.

p.s. just stopping by ;-)
