No, there is no function to allow co-leaders for a clan.

Some clans use a "leader" account where several people access to it, and can use it to invite members. This is somewhat dangerous, for if one of the co-leaders who has access gets angry, they can boot everyone from the clan.

You can, however, pretend that a clan member is a co-leader(though the position isn't real) and put their name in the welcome message.
