How does the rep system work?

I was wondering if someone would tell me how the reputation system worked. Whenever I search for it on the forums, I just get a lot of posts of people who say "You must spread rep before giving it to _____ again," otherwise I wouldn't have made this thread. But how does it work? How many points do people start on? What does it do, besides giving a green box for each 100 rep points (I think)?

If your smart and nice you get a good rep, if ur mean and greedy u get a bad rep, that pretty much covers it.
