If you look at the beginning of the banner thread, there should be instructions on how to post one in your signature.

As for how to get one, just make a post in that thread asking for someone to make one, with a few basic guidelines to what you want.

Also, in some people signatures are links to some forums that members here use for designs such as banners. Look for Nexus and Hypnotic Designs.
