Just so as you know:

Some people can not access the .tk address forwarders. Their ISP's block it. So, on top of it, you should also list the actual freewebs address of your site.

why would an isp block a countrys domain?

You can get free subdomains and such, try cjb.net or uni.cc

Free domains are very rare, simply because of the abuse of them.

As for paid domains, yes, you can get an actual domain nowadays for 5-8 dollars.
