And, I have only been banned once for real, once as a test for Duff, and once with an IP ban over a misunderstanding.

Now, each communication device on your computer (modem, network card, etc...) has a special unique number assigned to it, called a MAC address, or a physical address. The IP from the Service provider is assigned to this address. So, even if you format and reinstall windows, as long as your IP lease hasn't expired, you will still get the same IP address.

Basically all dirka has to do though is call his ISP and ask for a new IP. It is very simple and they will do it without asking too many questions.

There are many ways to go about ip'ing yourself. What SKOF said is true about ISP's largely handing out dynamic groups of addresses to customers. It makes things easier for everyone.

However, there are many, many much easier ways to get around this. Without calling anyone. I'm not going to list any of them here, but you don't need to go around formatting windows.

But just to clarify...

For dial-up users, formatting windows would most definately reset your IP. Not because you're formatting windows, but because your disconnecting/reconnecting while doing so, which is the only thing you really need to do.

Dial-up users almost always get a new IP whenever they connect. However, that IP is almost always within a specified, easy to view range.

For broadband users, most users have either a router, or a cable modem (or DSL modem) / router hybrid. These devices are instead assigned your public IP, and all the computers behind the modem are instead on a private network. In this case, formatting windows will not change the IP stored on the modem / router, and your connection will still be fine. Most routers have built in firewall and port forwarding functions, as well as functions to remotely command your IP to be dropped and renewed with a new lease.
