Two attacks per turn is way too powerful. It could kill a cleric or Witch in one turn (two attacks). Any 'automatic' unit is too powerful.

The scout alone is strong enough. Letting it shoot twice wouldn't be a good idea.

Well, it could work if there was a drawback. Say, it hits twice, but at 9 damage per hit. And assume that blocking is calculated independently: even though if the target blocks the first hit he turns to face his opponent, it would still be the same blocking rate for the second hit. Thus, this guy would be more reliable, as odds of doing zero damage are lower, but also odds of doing all 18 damage would be lower. And maybe lower his HP by five or so? That could be balanced.

And I'd definitely use him, since I hate all the luck involved sometimes...
