Well, I think a way to add more excitment to the forums is to have forum competitions. I do not have any idea for the competitions, but I think it would spice things up a bit. There could also be prizes.

He wants to have games in the forum, making it more active.

Elemental, this is not a good idea, because there are already 30 "game" threads of spam already. Giving prizes for it is something an individual can choose to do, but not something TAO itself should give time or effort to.
