Once u start to make an account a contract comes up and u agree to not break the contract.The contract should contain this[If caught spamming,cybering,or cheating u will be removed automatically from the server]and throw in some other stuff that u guys come up with ;) .Oh and one more thing a small list should come up before the contract comes up to show what u can do without a gold account and with a gold account.Hope this is a good idea.

There is already a TOS that lays out what is and is not allowed. People don ;t read it, and they wouldn;t read anything else.

People don;t pay attention to those agreements, they simply click "ok" and keep going.

And, if you really want to stop spamming, don't do it yourself.

The point is that it alreadu exists and it dosent do anything,like Jeffery said,they only click ok then keep going...;)
