I know there are a lot of banner making tutorials out there, but this is my method on how to make banners. You need at least an Adobe Photoshop 7 for this.
Let's go. First, make a new document, around this size.

Create a new layer, and then fill it with black, like so.

Start brushing with white. You can download great brushes from DeviantArt (http://www.deviantart.com).

Usually, you would want to add another layer of black brushing on top of that, white brushing over that, etc. But just for the sake of time (and your patience), I'll just do one layer of white brushing for this tutorial.
Once you have your background, add your desired render.

***After you have your render in, duplicate your render's layer.

Add a motion blur with the following settings. (Note: You can also play around with the settings to get a desired result)

Move around the motion blured layer so it doesn't cover the original render.

Repeat the step marked with 3 asterisks (*) until your whole banner is filled with the motion blurred renders. It's okay if some parts of the motion blur is overlapping the original render. You should come up with something like this:

After you did that, merge down (CTRL + E) until you get to your original render layer.
