Flaw in Rankings and Records!

Recently I have seen a lot of people start a new trend, where two people, would play eachother repeatedly, while one of them surrenders the match every time. Because of this flaw, rankings really have no substance, and nor do records. The only suggestion I have to offer is to create some sort of ladder system.

it's not recent, this problem has existed since the conception of the game. People who do this are generally punished, so what can be done to stem this is done.
