I recently have decided that I wanted to retun to TAO. Many times before I had dropped in the servers to say "hi" to some of my friends there, and perhaps play a game or two. This time, however, I keep getting the "Conntection refused." message.
Over and over.
On EVERY FPS server.
On Legends Server.
When attempting to log in under my name.
When attempting to log in under a different name.
When attempting to create a new account.
NO MATTER WHAT.
The thing is, it happened on this laptop once before, but that time it automatically fixed itself somehow. I have changed my IP address, lowered my securities down to NOTHING, stopped ALL pop-up blockers. Made my computer as vulnerable as possible. I also even cleared my cookies, cache, EVERYTHING. I even changed to Mozilla. I restarted my computer. I copy and pasted different numbers after the "ts" to make sure I had the right version. I deleted the flash player, and reinstalled it. Nothing works! Anything relating to the topics I have stated, I have tried. I really don' understand this. I have waited a considerable amount of time, and it still doesn't work. I shut the computer down for a day, and STILL doesn't work! I am not banned. Ridiculous. Any tips?
(I also checked every thread on this subject, tried EVERYTHING on them, and no help was received).
If you have any advice, please help! Thanks in advance.

Have you been able to at least log in from another computer other than your's?
Because I had a problem similar to your's. I did the same thing... nothing worked.
So try logging in from a different user account (assuming you're on an XP).
That's what solved my problem.. no idea why it wouldn't work on my normal user account though.

My computer is a laptop. It is the only PC in my house that has access to the internet. I have already stated that I have tried MANY accounts, none work. Even creating an account brings up the same old message.

Not a TAO account... a computer user account.
So, if you are a computer admin, go to control panel -> user accounts -> create new user -> go on it and try.

I'm not sure but maybe it is a similar IP adress is banned so it thinks you are using that IP?

read the whole post, he's changed it...
Though, it all depends on how he's connected to the internet, nothing may have changed...
Also, it could be that someone else in your household is playing, and thusly, it registers the same IP from both and disallows you access. But you'd have to be using a router.

I'm pretty sure that however he tried to change his IP probably works... And I'm still sticking to what I said earlier, that he can't play on that user account.

And once again, I'm not referring to another TAO account. I mean computer account.
Though it is weird that you are also banned from Legends.. that didn't happen to me.

I uninstalled NORTON on my computer, and tried everything again. Nothing worked even up to now. I have read in several places that it is best to wait out "Connection Refused", but this is ridiculous now. If noone else has any suggestions on how to fix this problem... well I think I will just give up on this game. I realy wanted to ome back to playing, but because of this unknown problem, I will never ever be able to again. :(

Hmmm this is very odd...
I would think that would you did would of fixed it. But still it does'nt work. There only 3 things I can think of.
PM Serg.... (That will most likely never get anything done...)
PM a Mod.
Get a new computer. (Is TAO worth it?)

DING DING DING DING DING!!!
No, changing your IP address won't help, especially if an entire domain was banned. Similarly, if for whatever reason the game thinks you are signed into another server already, you won't be able to get in.
hold on....
just ran a quick check on you. I see nothing wrong with your IP. Try a different computer. It sounds like yours just isn't liked :p
