What was the +- on block odds on the Scout?

A Scout has a 30% chance to block on the side (equating to a 70% chance to be hit) when it is not affected by block modifiers, but if a Scout gets hit its block chance for subsequent shots goes up. Similarly, if a Scout blocks, its block chance goes down.

These block modifiers are roughly equivalent to:
Front blocks: +-1 point = +-1% block
Side blocks: +-2 points = +-1% block

So a Scout with a +20 or +19 blocking modifier would have a 40% chance to block from the sides, which is equivalent to a 60% shot.
