Is stalling considered illegal

Im playing this gold chief toad, and he woulf make a move and then wait till the bar runs out. I got kinda bored but i definetly could have beaten him. What do i do in these cases? Should i report?

Its like telling someone to press f5 cause sooner or later the other person quits!

No, because with pressing f5, the person is tricked into quitting. In this situation, you choose to quit. Often if you confront a staller and say "I know you're stalling, but I dont plan on leaving," they either stop stalling or leave the game.
