plz help me as ive logged onto the game in this server and its refuseing me i carnt log on but befor i got dissconnected in the game i was playing i got told to count to 10 twice :( now i carnt log on

I have only had my account for 3 days and I logged on today at work on my lunch break about 4 hours ago and when I came home today to log on it says connection refused and it won't even let me create a new account?! I don't know what happened, has this happened to anyone else before? What does this mean? I didn't do anything wrong, like spamming (whatever that means?!) or anything!
