does my post count have to be at a certain point to get a custom avy, or does an admin have to enable it?

You need to have a gold forum account to have a custom avvy.

EDIT: And to get a gold forums account you will need a gold in the game.

All you need to do is go to the help desk and fill out a form and put your paypal code in for your gold account then you will have one in like 24 hours.
