It'd need more armor. Your opponent would wait until last to kill it, or later in the game, or else you'd have to lower its health yourself, and with the minimal armor it has, it's going to be swept away quickly.

Is its attack reducable by armor?

I agree with Coder here.
Plus this unit only realy shines when it is near death.. A single DT shot lands this unit at 14 hp and can be killed by almost every attack.
The only bad thing is that it PWNS melee attackers like the assassin..
Heck you could almost hit this unit yourself to make it go low .... two scout shots or even a scout shot and a knight hit to make it OBLITERATE an opponent and with a 40% chance to block your opponet will be crossing his fingers that he will hit succesfuly on the ensuing turn.
All in all it is decent.. your opponent WOULD chance it and move his knight in to try to kill the hydra...because at 8% armor and 20 health the knight can finish it off....even if this unit could potentialy 1 hit a spellcaster or lay seroius hurt on another unit.
I like very much
That's a rad design bro. Armor is terrible though. Up that side and it would get somewhere.

I like the concept...
I think 40 attack is a bit excessive though..

Anywho... I really like this. I don't think the armor needs to be improved at all. If it was stronger it couldn't be as strong. The threat that comes with hurting it is enough to stop people from attacking it, bringing into quesiton attacking it yourself. I believe it would provide tactics much like the assassin and the bomb.
Well done.

You would not be able to attack with that unit. It is unusable in game with 3 recovery. It would be killed immediately after one 10 damage worth attack, no one would really be stupid enough to let it grow more heads with the unit being that vulnerable and that long to recover.
It is same as vulnerable as scout. You know how easily can a stoned scout be killed despite that it is stoned and it has 2 turn recovery, not 3, not to mention it has higher blocking. I suggest either increasing armor a lot, but then it probably would not abide by the armor/hp/attack/blocking formula or simply reducing its recovery rate to 1. Then it would indeed add some strategy to the game, because once you focused on it, it would be very unwise to focus on something else.
And then there is movement. Your opponent will want to either kill the hydra quickly when it is possible or wait till the end game. Most popular end game units are knights, scouts, frosties and dragons. All of those except from knight have their movement+attack range bigger than hydra which means the hydra would not be able to touch them even with 1 recovery, not 3. And once you move the hydra, knight can come and kill it without any damage taken. I would reduce the movement recovery to 0.
Lastly, with recoveries 3 on both movement and attack any one hp unit would be able to force a draw against full hydra. And it is against logic too. Scout has one recovery for movement only and one for shooting only. 1 + 1 = 2. Dragon has one for movement, 2 for attack. 1 + 2 = 3. Hydra has 3 for movement, 3 for attack and 3 + 3 = 3?
I would probably experiment with movement a bit more if I were you and definitely change those recoveries, because with base attack 10, the only thing it is really good for is breaking focus, with greater movement and no movement recovery, it would become usable in rushes too and it would be a good way to stop DSMs mass damage (You move a Hydra next to units you do not want the DSM to damage, if it does anyway, it grows another 3 heads.) It is still more of a sacrifice unit, though.

I agree with hoolwath its way underpowered in a normal game even in a turt.
Like the concept though inked.
