A Microsoft Certified Partner (MCP) is an independent company that buys in bulk licenses from Microsoft and the sells them with associated support services to other companies. In effect the risk over the life time of the contract is transfered from Microsoft to the MCP in return the company has the benefits of the association with Microsoft and the ability to sell the support services.
