The only gaining of levels would be if you obtained enough stats to make it onto the top 100 list of your server and then climb that, but that is really really hard if you are a free account.

I think they mean it is completly usless except for boosting your ego.

when on TAO, type: /help
this will give you a list of commands. And you dont grow levels, but you gain stats, and you can win units by being in a battle at the right time and winning... It will tell you if you can win a unit.
