There's a significant difference. A "newb" is one who is new to the community. A "n00b" is someone who acts like a moron who is new to the community. Note that therefor "newb" is not derogatory, whereas "n00b" is. Also note that someone can be a n00b even if they are not new to the community, if they continue acting like a moronic newb.
