To get a paypal account goto http://paypal.com
You will need to have a bank account to transfer money out of, and it will take about 4-5 days (business days) to set it all up.
Then, once you have the account setup, it takes 3-4 business days to transfer the money from your account to Paypal.
Then you have to use the links provided at the bottom of http://tacticsarena.com/play and sign up for gold account, which will take about 1 day. When you do, you have to tell them what server you are on, and your user name.
Then you will be up and running. All you have to do next is go to the gold account help forum, and post in the upgrade thread to get your forums privileges updated.
