You can't legally download a full version on photoshop. But go to www.adobe.com and go to try outs. You can download a trial version of photoshop CS for 30 days.

If you're not afraid of compiling software (it's really not that hard, if you can install and run a program you can do it) you can get the GIMP for Windows for free, legally. It will do pretty much everything you need it to that photoshop can, unless you need it for special printing purposes (colour separation and whatnot).

EDIT: In fact you don't need to compile anything it seems. Online installers are available at http://www2.arnes.si/~sopjsimo/gimp/
