You can judge people but i think third means even on judgement you can't say the person is 'worse' then anyone, everyone else because everyone is different.

I think we can though. Those who conform to my value system are better to me then then those that don't. : )

We certainly can judge; we all do. I say we can't do too much about it. What is the point of trying to figure out the worst person, or the best person for that matter? I'm sure that the person who gets voted the worst does not think he is the worst. Others will think the same, too.
